The Nigerian Army has warned members of the Islamic Movement of Nigeria, to desist from making misleading comments, capable of breaching public peace and order.

This is contained in a statement issued by Army spokesman, Sani Usman.

“The Army is aware of clandestine campaign of calumny and misinformation on the incident of Dec.12, 2015 in Zaria.’’

He said that “a group of high ranking members of Islamic Movement of Nigeria (IMN), led by one Dr Abdullahi Danladi, a lecturer at Ahmadu Bello University Zaria,’’ was misrepresenting facts about the incident.

“He was at the university on Wednesday soliciting support and telling lies about the circumstances surrounding the incident and the incident itself.

“He also went further to make false and unfounded allegations of casualty figures and desecration of burial grounds.

“Dr Abdullahi Danladi and like minded individuals should be warned to desist from telling lies and misrepresentation of facts capable of misleading the general public.”

The statement said the actions of Mr. Danladi was preposterous and showed lack of concern and respect for peace and tranquility.

It said that the Army would not sit back and allow some mischievous elements in the society to further create unnecessary tension and disaffection in the society.

It urged the public to disregard the misleading campaign by the sect.

“This attitude will not be tolerated where people abuse their privileged position to mislead the public, create disaffection.

“Nigerians and indeed all well meaning people are please enjoined to be patient and await the outcome of the various enquiries instituted by various government and non-governmental agencies.”

From Obasanjo’s account, it would seem that his relationship with Atiku began on a sour note:

“By the Constitution, I had to inaugurate or prorogue the National Assembly on June 4, 1999. The most important officer in the National Assembly is the senate president and that office had been zoned to the South-east. And here was where Atiku Abubakar, my vice-president, first showed his hand and his character.

“Without seeking my view or approval, he started planning the installation of Chuba Okadigbo as the senate president. I did a background check on Chuba including his past as a student and made enquiries about him in the National Party of Nigeria (NPN) under (President Shehu) Shagari and no one would recommend him for the post of senate president.

“I left Atiku to go on his chase while I carried out a meticulous and detailed investigation and background check on each senator from the South-east. The one that appeared most appointable was Evan Enwerem. I canvassed the senate across the board for his election and he was elected. Atiku did not expect it and he felt sore.

“He began to strategize for Enwerem to be removed and Chuba Okadigbo to be installed. His strategy worked because I was at Abuja airport to receive a visiting head of state when the news reached me that the Senate had impeached Enwerem and elected Okadigbo. I was not perturbed. I came to understand from some senators including Florence Ita-Giwa, who later became my Special Adviser/ Liaison Officer to the National Assembly, that Atiku distributed US$5,000 each to some senators to carry out the ‘coup’.

“That was the beginning of bribing the legislature to carry out a particular line of action to suit or satisfy the purpose or desire of an individual or a group. The National Assembly had tasted blood and they would continue to want more. From the day I nominated Atiku to be my vice, he set his mind not for any good, benefit or service of the country, but on furiously planning to upstage, supplant or remove me at all cost and to take my place.

“That was what I brought him for, but he was impatient and over-ambitious. He was not ready to learn and to wait. His marabout, who predicted that despite being elected as governor, he would not be sworn in as a governor, which happened, also assured him that he would take over from me in a matter of months rather than years.

“All his plans, appointments of people and his actions were towards the actualisation of his marabout’s prediction. Once I realised his intention and programme, I watched him like a hawk without giving any indication of what I knew and letting down my guard. I could not succumb to the distraction, diversion and malevolence of an ambitious but unwise deputy.

“The work in hand was more important than a confrontational relationship with my deputy, a man over whom I knew I had far more experience and outreach in all matters. To alert him of what I knew he was up to, would only lead to lying, denial, more mischievous plans and more duplicity on his part.

“He was better managed that way. What was important was not allowing myself to be surprised or outmanoeuvred by him. I must always seize the initiative and know what was going on if not in his mind, but at least in his camp. That I did very effectively.

“Sometime in the fourth quarter of 2004, an associate of Atiku came to my residence at the Aso Villa from Atiku’s official residence. He felt uncomfortable and I tried to make him feel at ease. Then, he settled to tell me the story of what had just transpired in Atiku’s residence. I listened with rapt attention.

“He went on to say that Atiku told him that for him to become the President of Nigeria, the 2007 elections were only a formality.

“The seven ingredients he needed for his enthronement were already in his hands. He controlled the National Assembly because both the President of the Senate and the Speaker of the House of Representatives were in his pocket. He controlled twenty-eight out of thirty-six governors. He had control of the media. His influence over the judiciary was overwhelming.

“What he needed was foreign endorsement and for that he had employed two lobby groups in the US and one in the UK. And finally, the money for the elections was in his purse.

“When the man finished, I thanked him without passing any comment. The man was surprised at my reaction and asked, ‘You have nothing to say to these?’ I said that I had nothing to say and I immediately called my ADC, Chris Jemitola, to play a game of squash with me.

“On our way to the squash court with my ADC, I said, ‘People at times make plans and leave God out of their plans.’ My casual remark struck Chris and he said, ‘Sir, that was a profound statement.’ I said that I made the statement because of what I had just heard of Atiku’s plan. I was not convinced he had put God in his plans.

“Atiku was confident and God was laughing. Most of Atiku’s ingredients soon started to fall out of place one by one. The first was the party, PDP.

“He thought I was powerless and had no clue about the execution of his plan with his group; part of his attack on me was for national chairman of the party to give the first salvo, then other things would follow as his grip on the party would be firm and consolidated.

“That salvo came in the form of a letter to me from the chairman of the party, Audu Ogbeh, who had fully defected with (Iyorchia) Ayu to Atiku.

“The letter, which was not the product of any issue or matter discussed with or at any party meeting, came suddenly. When I received it, I could read the sinister intention behind it.

“I spent that night writing my reply and I sent it in the morning. My reply was clear. I wondered why Atiku and his group did not realise that with my reply, the battle line was clear or maybe they thought that the seven ingredients would remain intact to the end.

“My assistants had moles within the Atiku group. Anything that they planned would be reported. That was the case after Ogbeh’s letter. They decided that Ogbeh should appear remorseful and come with the National Working Committee to apologise to me. It was not from their hearts, but to lure me to a ‘killing ground’.

“All pieces of information that were reported were verified because it would not come from only one informant.

“Timely information is a very important principle of war and also of politics. In politics, just as in war, what matters is not just your plan, but knowledge of your opponent’s plan. Knowing their plan, I had the choice of playing along with them or being firm, I chose the latter.

“I told Ogbeh that my relationship with him as national chairman and me as national leader of the party was based on mutual confidence and trust. But with his letter, my reply and what I knew of him then, I could no longer work with him in confidence and trust.

“There were only two choices left for both of us in our best interest and that of the party – he, leaves as chairman or I leave as leader of the party.

“The following Sunday, I called at his house, which I had done on several occasions in the past when there was an important party matter to discuss. This time, I asked him to give me an undated letter of resignation as the national chairman.

“I waited, he gave me but it was wrongly addressed to me rather than to the national secretary of the party as stipulated in the party’s constitution.

“Ogbeh reported to his group and it was decided by them to play on and to wait for my disgrace whenever I presented a letter of resignation not addressed to the national secretary.


“The informants did their job and I, once again, paid another visit to Ogbeh at his residence. He entertained me to a meal and drink, and changed the addressee on his letter of resignation.
“It would appear he never reported the change to his group. When I considered it opportune and appropriate, the letter was dated and presented to National Executive Committee of the party, which regrettably accepted the resignation.
“With that, whatever control Atiku claimed to have over the party began to crumble. But he did not think so and went on to boast that if I made my daughter the national chairman, it would be a matter of weeks not months before he would put her in his pocket.
“I therefore had to look for a successor chairman, who would be too big, uncompromising and inflexible to be lured and controlled by Atiku. I found such a man in Senator (Dr.) Amadu Ali, whom I had known many years earlier as a medical doctor in the army…

Breaking,FG Announces Fuel Subsidy Removal, Says Fuel Price Will Reduce

The Federal Government has announced that the pump price of petrol will drop to around N85 or N86 as from January 1st, 2016.

Minister of State for Petroleum, Emmanuel Kachikwu, disclosed this to journalists in Rivers whilst conducting a tour of facilities at the Port Harcourt refinery.

Speaking on the new pricing regime he said,

“It is out. I signed off on it yesterday (Thursday). I imagined that in the next couple of days the marketers would get advice on that. The nice thing about the PPPRA, where I signed up on it yesterday is that the price will be far below N87

“So for the first time people will understand that the pricing modulation I was talking about is not a gimmick. It is for real. We have gone to find out how we will be able fluctuate this market to reflect what the reality of crude market is. The objective is that one, we cannot afford to continue to subsidize.

We can’t even understand where those subsidies were going to. There is a lot of fraud elements in it so we need to cut that off.

“The second is the earning capacity of the Federal Government is deteriorating by the day with lower prices of crude and come out more.”

Concerning the scrapping of fuel subsidy, the minister said the government could no longer afford to sustain the program considering the massive fraud that had tainted the program.

Kachikwu said the government had found that it was feasible to allow the international forces of supply and demand drive the price in a way that is economical for Nigeria and Nigerians.

Falana Calls For Buratai's Arrest

Human rights lawyer, Femi Falana (SAN), has called on President Muhammadu Buhari to prosecute the Chief of Army Staff, Lt. Gen. Tukur Buratai, alongside other soldiers involved in the violent attack that led to the killing of scores of Shi’ite members in Zaria, Kaduna State.

Falana, in a statement titled, ‘Armed soldiers who attacked Sheik Ibrahim El-Zakzaki should be prosecuted,’on Wednesday also enjoined the Inspector-General of Police, Solomon Arase, to allow all detainees arrested in connection with the clash access to their families, doctors and lawyers.

The human rights activist reminded the Police and the Army authorities that in the 1996 case between the late Chief Gani Fawehinmi and the late Gen. Sani Abacha, the Court of Appeal had ordered the Attorney-General of the Federation, the Inspector-General of Police and the operatives of the Department of State Services to allow the late Fawehinmi’s wife and personal physicians to have access to him in prison “at all reasonable times.”


He said, “It is pertinent to remind the army and police authorities that even under a repressive military junta, the right of access to detainees was fought and won in Nigeria. Thus, in Chief Gani Fawehinmi vs General Sani Abacha (1996) 5 NWLR (PT 447) 198 at 202, the Court of Appeal ordered the Attorney-General of Federation, Inspector-General of Police and the operatives of the State Security Services to allow the wife and personal physicians of the appellant, a political detainee, to have access to him in prison custody ‘at all reasonable times.’

“In requesting the Inspector-General of Police to allow access to the detainees, his attention ought to be drawn to Section 14(2) of the Administration of Criminal Justice Act which provides as follows:

“A person who has the custody of an arrested suspect shall give the suspect reasonable facilities for obtaining legal advice, access to communication for taking steps to furnish bail, and otherwise making arrangements for his defence or release.

“In the light of the foregoing, we urge the police boss to allow the detainees access to their family members, personal physicians and legal practitioners at all reasonable times. Having undertaken to end impunity in the country, President Buhari should ensure that the Chief of Army Staff and all the soldiers who took part in the violent attack and arson in Zaria are brought to book without any further delay.”

Ekiti Debt: Fayose Will Go To Jail After Tenure, Says APC

The Ekiti State chapter of the All Progressives Congress (APC) has told the state Governor, Ayodele Fayose, that it would have his days in the courts over fabricated figures on the state’s debts to deceive the people and paint former Governor, Kayode Fayemi, in bad light.
Reacting to the claims by Fayose’s media aide, Lere Olayinka, that Fayemi plunged the state into debts without any commensurate development projects to show for it, the party’s Publicity Secretary, Taiwo Olatunbosun, said in a statement that it was only the blind that would not see various development projects executed by the former governor.
“Fayemi did not borrow to pay salary. He received awards from many international bodies, including the United Nations’ agency and top Nigerians, for the feats he recorded in development projects, the last being the award for the state that led in budget transparency among other states in Nigeria that Fayose tried to usurp.
“Fayose lied that Fayemi at a point, collected N9 billion as monthly federal allocation. The records are there that the state monthly share of federal allocation remained N2.8 billion throughout and the biggest being N3.2 billion when excess crude oil fund was shared among the states.
“The former governor owed one month salary, and that was September 2014, and this was as a result of Fayose as governor-elect writing the banks not to honour Fayemi’s credit facility to pay workers salary and pay the banks back after receiving the allocation for the month in question,” Olatunbosun explained.
He added: “Fayemi paid N2.2 billion monthly for salaries, pensions and subventions to higher institutions throughout his tenure.
“With thousands of workers losing their jobs and many social services suspended, including stoppage of social security stipends to the elderly when Fayose became the governor, monthly wage bill has reduced to less than N2billion contrary to N2.6billion that Fayose is claiming as the monthly wage bill.”
He challenged the governor to produce the official debt figure of the State that is different from N18billion that the Debts Management Office declared was the state’s debt, saying Fayose was lying by quoting N232billion.
“Fayose is a pathological liar by his claim that the state debt is 232.9billion to be paid back in 21 years. The Federal Ministry of Finance published the state allocations in the newspapers few days ago with the state receiving N1.9billion but Fayose declared that he received N1.3billion.
“This is a man who has introduced all manner of taxes that he can’t account for, yet he comes everyday declaring that the state is broke.
“We hereby issue him a deadline of seven days to render accounts of all monies he has received since he assumed office, including various taxes he imposed on the people.
“The civil servants who he owed three months salaries and allowances as well as Ekiti people generally deserve to know how their money is being spent.”
Failure to do this will compel APC to mobilise civil society groups and all men of good conscience to press for the investigation and prosecution of Fayose who has made lying his official government policy,” Olatunbosun concluded

Ondo State Trauma and Surgical Centre

The Ondo State Trauma and Surgical Centre is located within the Medical Village in Ondo Town about 4 kilometers from the city of Akure and 116 kilometres from Benin.

It is a rapidly evolving surgical specialty based centre aimed at providing world-class tertiary comprehensive surgical services to the people of Ondo State, surrounding environs and Nigeria in General.

It is part of a comprehensive medical village, borne out of the desire of the Governor of Ondo State, Dr Olusegun Mimiko, to make specialized healthcare services readily available to the people of the state where they live, work and play and also to provide world-class, tertiary specialized surgical and emergency care which adheres to the best international practices within an integrated healthcare system.

LAGOS — Following increased pressure on revenue and the expenditure profile, the Federal Government has finally yielded to domestic and international pressures to remove fuel subsidy.

This is coming as crude oil prices hit a seven-year low with global reference crude, West Texas Intermediate and Brent trading yesterday at $34.7 and $36.7 per barrel respectively, effectively disrupting Nigeria’s $38 per barrel benchmark for 2016 budget.

The crash has resulted into about N1.45 trillion shortfall in the value of the projected oil output in the international market based on production target increased in the 2016 plan to 2.2 million barrel per day (mbpd), up from actual 1.9 mbpd in 2015.
On official exchange rate of N198/ $1 upon which the revenue projection was based, the value of the total budgeted oil output is $35.14 billion or N6.95 trillion but with the latest price development, the output would now yield $27.8 billion or N5.5 trillion.

The latest price shock is coming less than a week after the Federal Executive Council, FEC, approved the 2016 Medium Term Expenditure Framework, MTEF, which outlined government’s revenue as well as a deficit budget to be funded largely by the oil income.The 2016 budget is derived from the MTEF which is a three-year fiscal plan.

FG to introduce tougher economic measures
Also, the oil price crash was coming at the backdrop of a warning from ministers in charge of the economic ministries and chief executives of federal parastatals in the economy sector that Nigerians should prepare ahead for what it called more austere conditions in view of the strict economic policies being put in place by the President Muhammadu Buhari administration.
The federal executives, who gave the warnings when they appeared before the joint committees of the National Assembly on Finance to defend the 2016, 2017 and 2018 Medium Term Expenditure Framework and Fiscal Strategy Paper, MTEF & FSP, documents presented to the National Assembly by President Muhammadu Buhari are Ministers for Budget and National Planning, Udoma Udo Udoma; Finance, Mrs Kemi Adeosun and State for Petroleum Resource,Ibe Kachikwu; Governor, Central Bank of Nigeria, Godwin Emefiele and Executive Chairman, Federal Inland Revenue Service, FIRS, Babatunde Fowler.

To make the warning real, they disclosed that Federal Government would move fuel price from N87 to N97 per litre in 2016 while removing fuel subsidy, lamenting that excess of N1 trillion has been paid for fuel subsidy in 2015 alone.

2016 budget deficit to increase

With the latest crude oil price development, 2016 budget deficit would increase to about N2.7 trillion from N2.22 trillion, assuming government is able to meet its target of 2.2 mbpd, otherwise the deficit would be much higher.

Also, the development, according to economy analysts, would put more pressure on the external reserves and the exchange rate while forcing the government to resort to more borrowing, thereby increasing both its deficit-to-GDP ratio and debt-to-GDP ratio.

In the 2016 fiscal plan, deficit/GDP ratio was more than doubled to 2.2 per cent, from actual one per cent as at September 2015.

According to the 2016 fiscal plan, Federal Government would only have a marginally increased contribution from value added tax, VAT, at N67.7 billion in 2016, from N67.5 billion in 2015 while additional inflow of N350 billion is expected to come from misappropriated funds recoveries.
The deficit will necessitate borrowings worth N1.8 trillion of which domestic borrowing is fixed at N1.2 trillion while foreign borrowing is about N600 billion. If the oil price remains gloomy in the coming year borrowings would increase or the government would be forced to effect a further cut on expenditure.

Already, recurrent expenditure is projected to fall from 84 per cent in 2015 to 70 per cent in 2016 while capital expenditure is expected to increase from 16 per cent in 2015 to 30 per cent in 2016.
Harder times ahead, FG alerts Nigerians
The Federal Government had yesterday alerted Nigerians to prepare ahead for the tough economic conditions and policy responses it intends to roll out from next year just as it vowed to strictly monitor expenditure of all Ministries, Department and Agencies, MDAs to avoid wastes.

The Federal Government has also planned to reduce the personnel cost from N1.8 trillion to N100 billion as part of moves to reduce expenditure and save cost.

According to the minister, who appeared at the National Assembly, yesterday, attention would be given to Internally Generated Revenue, IGR, to fund the N6.1 trillion 2016 budget, adding that in 2016, it would remove fuel subsidy and reverse the earlier N10 per litre reduction effected by ex-President Goodluck Jonathan this year.



Speaking at the meeting, Udo Udoma, who noted that it was important that substantial reductions were made on the spending pattern if the expected change must come in, said: “In preparing the MTEF, we seek a dramatic shift from spending on recurrent to spending on capital aspect of the budget. It is going to be tighter for everybody. All non essential expenditure would be cut out. We will reduce the overheads by seven per cent.
“We are beginning a journey of change and change has to start with the clarity of purpose of where we are going.”

On the issue of N500 billion for Social Welfare Programme, Udoma said: “As at the time we were preparing the MTEF, we didn’t have the number and we didn’t want to put in anything that we are not 100 percent sure of. We are still going to relate with relevant agencies on the issue. We are making this arrangement because the NNPC and other stakeholders had advised against subsidy in 2016 although consultations are still ongoing in this regard.”

On sources of funding for the N6.1 trillion 2016 budget, the Budget and National Planning Minister, who disclosed that priority would be given to Internally Generated Revenue ,IGR, said: “We will also look at the accounts of agencies and sweep those surpluses that might not be on essential things that we want to focus on.”
Udoma, however, told the lawmakers that “ultimately we must borrow N1.8 trillion to fund this budget apart from all those adjustments we are trying to make.”

Strict monitoring of all MDAs

Also, Finance Minister, Kemi Adeosun, who told the joint committee of the National Assembly that expenditure of all MDAs would be strictly monitored to avoid wastes, said government would take steps to ensure that whatever money was being taken from the account of any MDA was done electronically.

The Finance minister, who noted that measures had been put in place to compel revenue generating MDAs to remit all funds they generated to the treasury, said: “The era when an agency generates money and spends 99 per cent of it is over.”
On strategy to reduce costs of governance, the minister said: “The country paid N1.8 trillion in 2015 as personnel cost but there is a strategy in place in the 2016 budget to reduce it by N100 billion. For instance, we are already working with banks so that we can go cashless, so that we could give debit cards to MDAs to procure items.

N1trn spent on subsidy in 2015

Also speaking, Minister of State for Petroleum Resources, Dr Ibe Kachikwu, who disclosed that with NNPC inclusive, Excess of N1 trillion was paid for fuel subsidy in 2015, with plans to move fuel price from N87 to N97 per litre in 2016 as well as total removal of fuel subsidy next year.

On the issue of daily oil production target, Kachikwu said, “From August this year, we have been exceeding two million daily production through stringent monitoring of our production by getting quick fixes to instances of pipelines breaking. The internal projection for our system next year is in excess of 2.4 million which is coming from enhanced and increased production from NPDC field.

“A lot of efficiency had really been applied in this regard. NPDC will for instance be producing 300, 000 barrels on its own while other partners would process at least 2.2m barrels. We would address issues of security and other impediments to the realization of our target. We are looking at a collective and holistic handling of security issues between the NNPC and the oil majors with us taking the lead.

On the oil price benchmark of $38, he said: “The projection at OPEC was along the line of the fact that once we do not interfere in term of production cost will lead to a southward movement in terms of pricing. We expect an increase as from early January when we expect it to go up by $45 to $50 per barrel in spite of OPEC projection. We expect it to hit $70 per barrel in 2017.”

According to the Dasuki aide, all the former presidents and heads of state got one exotic car from the embattled NSA and did not find out the source of the funding. The officer explained that of all the former presidents, one of them who has been very vociferous demanded two of the SUVs from the ONSA, who grudgingly obliged him.

The former head of state, it was gathered, had explained to Dasuki that he needed one of the vehicles to be kept for him in Abuja and another to be stationed in Lagos to ease his movement to the two main Nigerian cities. The officer however refused to give the cost of the exotic cars bought for the former heads of state and president, saying that the details could be obtained from the ONSA.

“What is coming will shock Nigerians and many of them will get to know if indeed Dasuki used the money to enrich himself as being bandied in many quarters. As a law-abiding NSA, he had to carry out the instructions handed over to him by the Presidency and nothing more,” the aide said.

“It is also instructive to note that those who are now blaming Dasuki for carrying out his assigned duties and calling for his head actually benefitted immensely from the security vote, which was domiciled in his office. The truth of the matter is that all over the world security votes are used for various reasons to bring about national peace and stability and Dasuki could not have done otherwise,” his aide said.

Fayose Offers To Pay N5,000 To 10,000 Underprivileged Residents Monthly

Governor Ayodele Fayose has promised to pay N5,000 to 10,000 less privileged residents of Ekiti State to alleviate their sufferings.
He said the payments will commence in January, 2016.

The Governor stated this while presenting N67.044 billion 2016 fiscal year budget to the House of Assembly.
Fayose described the performance of the 2015 budget of the state as below expectation. He said this year's budget could only achieve 70 per cent at the end of the third quarter of the year.

He explained that the appropriation bill was 83 per cent of last year's budget of N80.78 billion, noting the 2016 proposed budget is made up of N24.9 billion capital expenditure and N42.1 billion recurrent expenditure - he described it as 'budget of reality'.
Fayose attributed the gloomy economy, political turbulence in the first half of the year caused by the APC/PDP lawmakers crisis to some of the factors which made it impossible for the 2015 budget to achieve the desired result.

The Governor assured that the 2016 budget will focus on the implementation of projects and programmes that will drive home the six cardinal programmes of his administration which are empowerment, agriculture, infrastructural development, education, science and technology, health care services and good governance.

He also promise that the budget will diversify the economy from federation account dependent to the exploitation of natural resources and widening its tax base for more money for the development of the state.

Remove Fuel Subsidy Now! World Bank Tells Buhari.

ABUJA—Against the backdrop of the current fuel crisis across the country showing no sign of abating, the World Bank, yesterday, told President Muhammadu Buhari that the time to remove petroleum subsidy is now.

While the Buhari administration has given hints of its intention to remove fuel subsidy, many Nigerians, including the organised labour, have rejected the plan. But in what appears to be a prelude to the eventual removal of fuel subsidy, President Buhari made no provision for kerosene subsidy in the Medium Term Expenditure Framework, MTEF, and Fiscal Strategy Paper, FSP, which he presented to the National Assembly, yesterday.budget

At Monday’s Federal Executive Council meeting, the Minister of Budget and National Planning, Udoma Udoma, while unveiling the Medium Term Expenditure Framework and the government’s N6 trillion budget proposal for 2016, said the government was seriously weighing the options between removing or retaining fuel subsidy next year.

Speaking at the launch of the new edition of Nigeria Economic Report, the World Bank’s Lead Economist, John Litwack, said the best time to remove fuel subsidy is now when global crude oil price is at its lowest level, noting that the Bank foresaw continuous decline in global crude oil price.

Despite last Friday’s attempt by the Organisation of Petroleum Exporting Countries, OPEC, during its 168th conference to maintain its production quota so as to stabilize the crude oil market, the price of the commodity slumped further to $37.89 per barrel on Monday from $38.09 on Friday.

Mr Litwack said now is the best time for the government to scrap the subsidy, as doing so would not push retail pump price beyond an average of N100 per litre, or generate the kind of pressure that would negatively impact on the people beyond what they are currently facing.

According to Litwack: “The fuel subsidy appears to have vast modest benefits for the majority of citizens, but the costs are quite high. There is a strong tendency for the cost of fuel subsidy to increase over time as increasing domestic demand for petrol outpaces growth in oil output or revenues.

“The $35 billion cost of fuel subsidy during 2010 – 2014 was one of the reasons Nigeria was unable to accumulate a fiscal reserve in the Excess Crude Account that could have protected the country from the recent oil price shock.”

He explained that fuel subsidy obligations were expected to reach 18 per cent of all government oil revenues in 2015, pointing out that if the current regulated price regime of N87 per litre was maintained, subsidy was projected to increase to more than 30 per cent by 2018.

2016 Budget: Buhari scraps kerosene subsidy

Meanwhile, President Muhammadu Buhari may have tacitly scrapped kerosene subsidy in the country as he made no allocation for it in the Medium Term Expenditure Framework, MTEF, and Fiscal Strategy Paper, FSP, which he presented to the National Assembly, yesterday.

The document indicated that the present federal administration is to borrow N1.835.88 trillion to fund the 2016 budget which stands at N6.04 trillion just as it disclosed that a total sum of N350.33 billion misappropriated funds will be recovered in 2016 .

A breakdown showed that while N1, 200.00 trillion would be borrowed domestically, foreign borrowing stands at N635.88 bn.

On the misappropriated funds, the president explained in the Medium Term Expenditure Framework that N137.90 billion will be recovered from strategic alliance contracts, while N162.43 billion will be recovered from the Nigerian National Petroleum Corporation, NNPC just as N50 billion will be recovered from other misappropriated funds.

But contrary to expectations that he would remove fuel subsidy following series of complaints arising from its handling, the President did not only retain it but allocates the sum of N63.29 bn for it in the 2016 fiscal year.buh

Also, in his efforts at fulfilling his 2014 electioneering campaign promises, President Buhari allocated the total sum of N500 billion for Social Welfare Intervention Programmes Initiative, conditional cash transfer to the most vulnerable and post-NYSC grant.

He explained that “these interventions will start as a pilot scheme and work towards securing the support of donor agencies and our development partners in order to to minimize potential risks.”

N39.88 billion for oil exploration in the North

The president, according the document, is expected to spend the sum of N39.88 billion for exploration of oil in the northern part of the country in the, 2016 fiscal year.

According to the MTEF submitted, the sum of N150 billion was earmarked for settlement of arears of the 2015 subsidy on domestic consumption.

This came as he slashed the yearly budget of the National Assembly from the sum of N120 billion contained in the 2015 budget to N115 billion in the 2016 fiscal year.

He equally trimmed down the allocation for Presidential Amnesty Programme from N47.39 billion to N20 billion.

To improve revenue generation and collection as well as plugging leakages, the president said his administration had commenced a forensic audit of key revenue generating and collecting agencies of government with a view to recovering lost revenues as well as identifying and blocking loopholes for poor collection and remittance of revenue in the treasury.

The president added that the multiplicity of government accounts had made it difficult to have an accurate picture of public financial resources.

“Government has, therefore, enforced the full implementation of the Treasury Single Account, TSA system. Already, this is facilitating a more effective aggregate management and control of government cash balances, which, hitherto, had been maintained in several bank accounts.

“Government has similarly, enforced the full implementation of the integrated payroll and personal information system, IPPIS in all MDAs, which should result in some cash, “he explained.

President Buhari hinted of possible job cut as well as mass reduction of MDAs, when he said: “Government will, in the near-to-medium – term, continue to prune the size of federal government and its MDAs to more efficient levels without compromising effectiveness.

“Over the Medium-term, however, government will revisit the need to rationalize the agencies of government and strategically implement relevant provisions.”

The president said the 2016 Budget, standing at N6.04 trillion, proposed government revenue of N3.82 trillion, implied a projected deficit of N2.22 trillion.

No hope in sight, as fuel scarcity bites harder

The fuel crisis continued in Abuja, yesterday, as motorists continued to find it more difficult to get the product, with some queueing for a minimum of four hours before getting the product to purchase.

The fuel crisis showed no sign of abating, as the queues continued to grow longer while the number of petrol stations with the product continued to decline.

Despite the sufferings, the Federal Government, the Department of Petroleum Resources, DPR and the NNPC, seem to have abandoned Nigerians to their fate, as they have kept mute in spite of the worsening situation.

The DPR failed to respond to enquiries on its efforts at alleviating the sufferings faced by Nigerians, while the NNPC had stopped sending its daily update of supply to petrol stations across the country.

In Suleja, most petrol stations were selling fuel to motorists, but the queues were long while motorists accused the filling stations of under-dispensing, claiming that their pumps had been tampered with.

At the Airport Road in Abuja, most of the petrol stations were not opened when Vanguard visited, while the few selling, NNPC and MRS, witnessed large number of vehicles and very long queues.

In Lugbe, only MRS petrol station was selling, while the other petrol stations where shut down, claiming they have ran out of the products to sell.

At the Conoil and Total petrol stations opposite the Nigerian National Petroleum Corporation, NNPC, headquarter in Abuja, the queues had gone round about four streets, inhibiting traffic in the process.

At the Forte filling station in Gudu, a long queue was seen, with motorists spending long hours on the queue, while the situation was no different at Yaman petrol stations in Area 3, Garki, Abuja.

In Gwarimpa, most of the petrol stations were shut, including the NNPC station inside Gwarinpa , as the station was shut to motorists.

Along the Abuja – Keffi Expressway, only Forte Oil at Nyanya was selling, while all the NNPC retail outlets around Nyanya were shut down.

Along the Kubwa expressway, the large queues witnessed at the NNPC retail outlets at Katampe and Total filling stations continued and showed no sign of improvement. Some motorists told Vanguard that they have been on the queue for about four hours and called on the Federal Government to do something about the situation.

Due to the worsening scarcity, widespread incidences of sharp practices were recorded in most petrol stations, with rising cases of under-dispensing, hoarding and exploitation.

Also, most petrol stations no longer sell to motorists during the day, as they only sell at night when they feel they could get away with whatever sharp practices they are engaged in. Most of them sell to black market dealers in drum and other large containers at the dead of the night, while during the day, they claim they do not have products to sell.

Kanu Detained In The Interest Of Peace FG Tells Court - Vanguard

The Federal Government, yesterday, told a Federal High Court sitting in Abuja, why it was not in a hurry to release the detained leader of Indigenous People of Biafra, IPOB, Mr. Nnamdi Kanu, claiming that its investigations revealed that Kanu, who it identified as the brain behind recent clamour for the creation of ‘Biafra Republic’, had already received huge sums of money to purchase weapons.

Government in a counter-affidavit before the court, said that prior to his arrest, Kanu, had already made enquiries about prices of all the weapons he intends to buy.

In the counter-affidavit by a senior officer with the Department of State Services, DSS, Mr. Ayo Ibitoye, it insisted that it would be in the interest of justice, peace and order, to allow the IPOB leader to remain in custody of the security agency.

It will be recalled Kanu who is also the Director of Radio Biafra and Television, was on October 17, arrested in Lagos by security operatives, shortly after he arrived Nigeria from his base in the United Kingdom.

He was later arraigned before a Chief Magistrate Court in Abuja over allegation that he engaged in criminal conspiracy, managed and belonged to an unlawful society.


But on October 19, pleaded not guilty to the charge and was granted bail in the tune of N2million.

The court further directed the defendant to produce a civil servant of Grade Level 16, to stand as his surety.

However, the accused person alleged that the Nigerian government refused to release him from detention despite the fact that he had met the bail conditions.

FG had while the matter was pending before the Magistrate court, secured an order from the high court to further detain Kanu for 90 days.

It was sequel to the order that government lawyer, Mr Moses Idakwo, asked Magistrate Usman to step down from the trial on the ground that his court lacks the power and jurisdiction to prosecute terrorism charges.

Following an application by Kanu before the high court, seeking to enforcing his fundamental right to freedom, government filed a counter-affidavit, explaining why he will not been released, despite the clear orders of the court.

Adjournment

Also, Justice Hassan Quadri of a Federal High Court sitting in Port Harcourt, Rivers State, yesterday, adjourned hearing in the bail application for eight pro-Biafra protesters to December 17.

The court ordered that they be remanded in prison custody till the date for hearing of their bail application.

Counsel to Onyema Obilor the 4th accused, Mr Princewill Mukoro told the court that he filed application for bail about three weeks ago. Insisting that his client was innocent, he said he was disturbed by his detention.

The accused who were brought to court were later driven back to prison custody.

The court premises was filled with many of their supporters.

World Anti-Corruption Day: Nigeria's Ranking

The Global Financial Integrity (GFI) ranked Nigeria after South Africa as the 10 biggest exporter of Illicit Financial Flows (IFF) between 2004 and 2013.

In a statement on Wednesday in Lagos issued by the Media Contact for GFI, Ms Christine Clough, GFI said the record was obtained from 20 emerging and developed economies worldwide.

It said that China came first with 139.2 billion dollars ouflow, followed by Russia (about 105 billion billion), Mexico came third with 52.8 billion dollars, while Poland came last with nine billion dollars outflow.

GFI said cumulatively emerging economies exported 1.1 trillion dollars (about N217 trillion) within the period.

It said that Nigeria alone exported 17.8 billion dollars about (N3.5 trillion), while South Africa exported 20.9 billion dollars during the period.
Dec. 9 is marked globally as International Anti-Corruption Day.

GFI is a Washington DC-based research and advisory organisation working to curtail illicit financial flows worldwide.

The UN scribe, Ban Ki-Moon, on Wednesday also called on world leaders to redouble efforts at fighting all forms of corruption in their countries.
The statement noted that the report entitled: “Illicit Financial Flows from Developing Countries: 2004-2013,″ revealed that the 2013 IFF was higher than one trillion dollars obtained in 2011 by 100 billion dollars.

It added that the figure marked a dramatic increase from 2004, when illicit outflows totaled just 465.3 billion dollars (N9.2 trillion).

“This study clearly demonstrates that illicit financial flows are the most damaging economic problems faced by the world’s developing and emerging economies.

“This year at the UN, the mantra of ‘trillions not billions’ was continuously used to indicate the amount of funds needed to reach the Sustainable Development Goals.

“Significantly, curtailing illicit flows is central to that effort,’’ Mr Raymond Baker, GFI President, said.

Kogi: Court Gives INEC Permission To Continue Election

Justice Gabriel Kolawole of Federal High Court in Abuja, Nigeria’s capital has dismissed the suit filed before it by Governor Idris Wada of Kogi state as well as that of James Faleke, the running mate of late Abubakar Audu today.

The court also ruled that supplementary elections slated for December 5 in 91 polling units will go ahead as planned.
Kolawole struck out all the suits saying that his court has no jurisdiction to entertain the issues brought as they are post election matters.
He therefore ruled that the issues in the different suits should be taken to the Election Petition Tribunal for determination when it is constituted.
The Judge also ruled that the issue of the legality or otherwise of the supplementary poll can also be determined by the Tribunal. He therefore ruled that the supplementary election should go ahead as planned by INEC.

In his suit, Wada approached the court, urging it, to order the Independent National Electoral Commission, INEC, to declare him winner of the November 21 November gubernatorial election that was declared inconclusive by INEC.

Wada who was second to late Audu in the polls argued that since Audu is dead, he should be declared winner and given a certificate of return.
Similarly, Faleke approached the court arguing that since he was running mate to late Audu, he deserves to run as the candidate of his party, the All Progressives Congress.
INEC had stated that APC had the powers to choose a candidate to replace Audu because it was the party process that produced the late Audu as its candidate.
Yahaya Bello who finished behind Audu in the primaries was picked by the party as his replacement for the supplementary polls.

THE SUIT

In the suit by Faleke, he argued that INEC’s decision was wrong. He therefore asked the court to among others compel INEC to declare his joint ticket with the late Abubakar Audu winner of the election and to restrain it (INEC) from proceeding with its planned supplementary election.
In the second suit, Governor Wada who is also the candidate of the Peoples Democratic Party asked the court to compel INEC to declare him winner of the election, on the ground that he is the only surviving candidate in the election who scored the second highest votes after the deceased candidate of the APC.

The third suit was filed by Emanuel Daiko, who claimed to have contested the election as a candidate of the People for Democratic Change (PDC) and wants the court to among others hold the supplementary election as illegal, prevent APC from substituting its deceased candidate and to prevent APC from participating in the election on the ground that it no longer has a candidate.

In the fourth suit, Raphael Igbokwe a member of the House of Representatives from Imo State and Stephen Wada Omaye want the court to annul the November 21 election and conduct a fresh one. It has INEC and APC as defendants.

In the fifth suit, one Johnson Jacob Usman who said he is an indigene of Kogi State as well as a registered voter and a lawyer seeks to among others, compel INEC to suspend all actions in relation to the election pending the determination of the suit and a declaration that the election ought to be cancelled. It has the AGF and INEC as defendants.

Appeal Court Reserves Judgment In Rivers Guber Poll

The Court of Appeal, Abuja on Thursday reserved judgment in an appeal filed by Governor Nyesom Wike of Rivers challenging his removal by the election petitions tribunal for the state.

The court of appeal panel presided over by Justice Dongban Memsem held that it would communicate the judgment date to parties in the appeal.

“Ruling on all motions raised by the parties and judgment is hereby reserved. The date will be communicated to all parties,’’ she said.

Earlier, Wike’s lawyer, Emmanuel Ukala (SAN) had adopted his written address and asked the court to grant the appeal.

He urged the court to upturn the decision of the Suleiman Ambursa’s led tribunal which nullified the election of his client and ordered INEC to conduct a re-run election within 90 days.



Ukala argued that the tribunal erred in law in its decision and also failed to give his client fair hearing.

“Some of the motion we raised were never considered by the tribunal before it gave its judgment.

“The failure to give fair hearing to our client rendered the entire process at the tribunal a nullity.

“We urged the court to allow the appeal in its entirety and dismiss the objections raised by the respondents,’’ he said.

Chief Wole Olanipekun (SAN) who represented the Peoples Democratic Party urged the court to uphold the appeal in the interest of justice.

Counsel to Dakuku Peterside, the candidate of the All Progressives Congress (APC) in the election, however, asked the court to dismiss the appeal.

It will be recalled that the tribunal had nullified Wike’s election following the petition filed by Peterside.

Chief Akinlolu Olujimi (SAN), counsel to Peterside argued that most of the issues raised in the appeal did not emanate from the judgment of the tribunal.

He urged the court to look into the issues raised at the tribunal and flow from the tribunal’s decision.

Speaking in the same vein, counsel to APC, Yusuf Ali (SAN) urged the court to dismiss the appeal for lacking in merit.

Oshiomhole Fires Back At Okonjo-Iweala "You Should Be Ashamed...

The public spat between Governor Adams Oshiomhole and former finance minister, Ngozi Okonjo-Iweala continues, with Oshiomhole accusing her of parrying issues and going again for the ex-ministers jugular.

While Oshiomhole said he is awaiting the libel letter from the former minister’s lawyers, he asked her explain to Nigerians how so much sleaze went unnoticed under her watch rather than parrying the issues.

Oshiomhole Special Adviser on Media, Prince Kassim Afegbua said rather than respond to issues, Okonjo-Iweala was making self-indicting statements on how she denied Edo people the funds needed to develop critical infrastructure.

“She should be ashamed to even state that she denied Edo people infrastructure loan, when she could not redeem what was due to the state. Would there have been need for loan request if she was truly in firm control of the economy under her watch?

“Is it not ridiculous that the former Minister of Finance and Coordinating Minister of the Economy pretends to be ignorant of the sleaze and primitive looting of the nation’s treasury under her watch? Does it not prick the conscience of Okonjo-Iweala that so much financial improprieties were perpetrated right before her nose and yet wants to be celebrated as a super Minister? Does she want to absolve herself of the abysmal performance of the economy under her watch during the Jonathan years?

“From the revelations so far and the manner in which our resources were plundered in the last administration, it is crystal clear that Ngozi Okonjo-Iweala was grossly incompetent to manage the nation’s economy especially on account of the huge sums of money running into billions of dollars that were stolen under her watch. Such incompetence will be further complicated if it is assumed that she looked away while some people helped themselves to the nation’s treasury. Either way, she is complicit.

“We have no doubt in our mind that, Ngozi Okonjo-Iweala, from all indications, has shown a remarkable attributes of a voodoo economist and one who rather than answer very simple questions by way of clarifications, easily condescend to base sentiments to divert attention. She has numerous questions to answer with respect to the management of our collective patrimony. What manner of a Finance Minister will allow huge sums of money to be withdrawn from the Central Bank of Nigeria with whimsical stroke, dealing with individuals in a way that eliminate the usual control that should be the hallmark of such body? How can a World Bank former Managing Director allow such conduct right under her watch without raising concerns?

We Must Cut N18,000 Minimum Wage Or Sack Workers — Governors

Nigerian governors will eventually reduce the federal minimum wage of N18,000 or downsize because of the current economic crunch, the chairman of the body of governors has said.
The chairman of the Nigerian Governors Forum and Zamfara state governor, Abdulaziz Yari, said on Thursday that irrespective of public condemnations of the plan, it would not be economically feasible to retain the same workforce and pay same amount of money.
Governors: We can’t pay N18, 000 minimum wage
According to him, funds allocated from the Federation Account could no longer sustain the expenses of the state as the internally generated revenue was still below par in some states.
Governors had two weeks ago declared that they could no longer cope with the N18, 000 minimum wage. The pronouncement caused a stir as Nigerians kicked against it.
The governors of Rivers and Edo rejected the plan.
Emerging from a meeting with President Muhammadu Buhari at the State House Abuja, on Thursday, Mr. Yari said the governors were considering the nation’s economic situation.
“Let me make it very clear to Nigerians, governor’s forum is not the enemy of labour in any way. Rather, we have been working together. But what we are saying, (because not only Gov. Wike but also my friend in the comradeship, Adams Oshiomhole, kicked against the decision)…
“What we said is that when the National Assembly enacted the law of paying N18, 000 minimum wage, then the oil was about $118 per barrel and today where we are oil is $41 per barrel.
“So, if it continues like that definitely we will find it difficult to continue. We have to sit down with the labour and see how we can review; either continue or downsizing, or see what we are going to do.
“We want to find a solution because we have to be realistic that we have so many things to touch. There is infrastructure deficit, there is need for security, there are other things like social lives of our people and nation as a state,” he said.
The governor said from the federation account, some states received N400 million, N500 million while others received N55 million.
“And there are other issues, not even the salary, their pension is over a billion. So, how can we continue borrowing and servicing the service aspect of our expenditure, or overhead. How can we do that?
“We are telling the public that we are planning to sit down with the president and his team and the state governors as a team and the experts to come out with the way forward and how we are going to handle the poor state of the economy in the country.
“But what we have on ground now will not be realistic if it continues the way it is without having other sources from the economy and still relying on oil that is being sold for $118 dollar per barrel and now down to $41 and think that we can continue behaving or misbehaving the way we are doing, if there is anything like that,” he added

Why Faleke Should Be Declared Kogi Guber Candidate – Ex-inec Coordinator

A former coordinator of the Independent National Electoral Commission Institute, Frank Ozoh, has argued that James Faleke, the running mate to Kogi APC governorship candidate should be declared candidate of the APC by the electoral commission.

Mr. Ozoh told News Agency of Nigeria, NAN, on Thursday in Abuja that since the candidate, Abubakar Audu, died during the inconclusive election, his running mate should be declared the party’s candidate for the supplementary election.

He said in a telephone chat that failure to field Mr. Faleke as candidate necessitates fresh election.

“Otherwise, there should be a re-run election, so that all aggrieved persons will participate in the re-run; once there is the position of a running mate, then there is already a joint ticket.

“It is not possible for the votes of late Audu to be transferred to another person who did not contest in an election since our electoral system is not based on transferable vote system like we have in India.

“Once we are making a return, we say this candidate, having polled majority of the votes and having met the constitutional requirements; we don’t say this party.

“Therefore, the votes are for the candidates and not for the party,” he said.

Mr. Ozoh, however, said that the issue of inconclusive election first came up in 2010, and made the electoral institute to review the Manual for Election Officials while he was the coordinator of the institute.

“The then chairman of INEC, Prof. Maurice Iwu, used the procedure for the re-run of 2009 Ekiti election,’’ he said.

Mr. Ozoh therefore urged the commission to ensure that political stakeholders in Kogi adhere to due process during the supplementary election.

Dear President Buhari:

When you visited the United States Institute of Peace last July, you pledged that you would be "fair, just and scrupulously follow due process and the rule of law, as enshrined in [the Nigerian] constitution" in prosecuting corruption.

Such loftiness is laudable. As the Bible instructs in Amos 5:24: "[L]et justice roll down like waters, and righteousness like an ever-flowing stream."
But to be just, the law must be evenhanded. It cannot, in the manner of Russian President Vladimir Putin, be something that is given to punish your enemies and withheld to favor your friends. If so, the law becomes an instrument of injustice bearing earmarks of the wicked rather than the good.

In the United States, you declared a policy of "zero tolerance" against corruption. You solicited weapons and other assistance from the United States government based on that avowal. But were you sincere?

During your election campaign, you promised widespread amnesty, not zero tolerance. You elaborated: "Whoever that is indicted of corruption between 1999 to the time of swearing-in would be pardoned. I am going to draw a line, anybody who involved himself in corruption after I assume office, will face the music."

After you were inaugurated, however, you disowned your statement and declared you would prosecute past ministers or other officials for corruption or fraud. And then again you immediately hedged. You were reminded of your dubious past by former Major General and President Ibrahim Badamasi Babangida, who succeeded your military dictatorship. He released this statement:
"On General Buhari, it is not in IBB's tradition to take up issues with his colleague former President. But for the purpose of record, we are conversant with General Buhari's so-called holier-than-thou attitude. He is a one-time Minister of Petroleum and we have good records of his tenure as minister. Secondly, he presided over the Petroleum Trust Fund, PTF, which records we also have.

We challenge him to come out with clean hands in those two portfolios he headed. Or we will help him to expose his records of performance during those periods. Those who live in glass houses should not throw stones. General Buhari should be properly guided."

You then swiftly backed off your zero tolerance policy because you would have been its first casualty.
You opportunistically announced that zero tolerance would be narrowed to the predecessor administration of Goodluck Jonathan because to probe further would be "a waste of time." That conclusion seems preposterous. In 2012, the World Bank's ex-vice president for Africa, Oby Ezekwesili, estimated that a stupendous $400 billion in Nigerian oil revenues had been stolen or misspent since independence in 1960. The lion's share of that corruption spans far beyond the Jonathan administration.

Your zero tolerance policy seems to come with a squint to avoid seeing culpability in your political friends. A few examples are but the tip of the iceberg.
A Rivers State judicial commission of inquiry found that N53 billion disappeared from the Rivers State Reserve Fund under former governor Rotimi Amaechi. Former Lagos governor and head of your campaign finance team Babatunde Fashola was accused ofsquandering N78 million of government money to upgrade his personal website. The EFCC has ignored these corruption allegations, and you have given both promotions: the Ministry of Transport to Mr. Amaechi, and the Ministry of Power, Works, and Housing to Mr. Fashola.

In contrast, you have played judge, jury, and prosecutor in the newspapers to convict former PDP Petroleum Minister Diezani Alison-Madueke of corruption.
Is this evenhanded justice?
United States Supreme Court Justice Robert Jackson taught: "[T]here is no more effective practical guaranty against arbitrary and unreasonable government than to require that the principles of law which officials would impose upon a minority must be imposed generally. Conversely, nothing opens the door to arbitrary action so effectively as to allow those officials to pick and choose only a few to whom they will apply legislation and thus to escape the political retribution that might be visited upon them if larger numbers were affected."
To investigate or prosecute based on political affiliation or opinion also violates Articles 2 and 7 of the Universal Declaration of Human Rights. It is unworthy of a great nation like Nigeria.

Make the hallmark of your administration justice, not retribution, and you may live for the ages.
I am a United States citizen and lawyer. I have no political standing in Nigeria. Some might argue that my speaking about the administration of justice in Nigeria bespeaks impertinece. But you chose to vist the United States to solicit weapons and other assistance from my government--a government of the people, by the people, for the people. The United States government represents me. What the United States government does reflects on me. I thus have an interest in addressing the actions of foreign governments that receive United States government aid.

Why EFCC Arrested Dokpesi And Bafarawa

The Economic and Financial Crimes Commission on Tuesday arrested the founder of Africa Independent Television (AIT), Raymond Dokpesi, and former Sokoto state Governor, Attahiru Bafarawa, in connection with the ongoing investigation into arms procurement by the office of the National Security Adviser during the Goodluck Jonathan administration

PREMIUM TIMES learnt the two men were arrested at their Abuja homes by two separate teams of detectives and then taken to the commission’s headquarters where they are currently being interrogated.

The spokesperson for the EFCC, Wilson Uwujaren, who confirmed the arrest of the two politicians declined to give further details.

“All I can say is that some arrests were made including the two names you mentioned,” Mr. Uwujaren said. “But investigations are still on and there is nothing more to tell you at this point.”

However, a source at the commission told PREMIUM TIMES that Mr. Dokpesi was arrested after investigators established that he received some money from the office of the then NSA, Sambo Dasuki, “without any clear reason”.

“Chief Dokpesi received N2.1 Billion from the NSA’s office but investigators cannot see any clear reason for the payment,” he said.

The source said investigators were “suspicious that the money was passed to him as payment for the damaging documentaries and campaigns his station ran on Buhari, Tinubu and Amaechi.

“They believe the funds were budgeted for arms procurement but was diverted to Mr. Dokpesi.”

On his part, the former Sokoto governor, Mr. Bafarawa, whose son, Sagir, was earlier arrested by the anti-graft agency, was picked up after investigation showed that he also allegedly received about N4.6 billion from the office of the NSA with no clear reason for payment.

Investigators said they suspect Sagir acted as front for his father.

Meanwhile, operatives of the State Security Service are currently interrogating Mr. Dasuki who was also arrested early Tuesday in connection with the arms procurement investigation.

Mr. Dasuki’s lawyer, Joseph Daudu, confirmed the arrest to PREMIUM TIMES, saying he was working to get further details.

He said he was aware that the EFCC had applied to Justice Adeniyi Ademola of the Federal High Court, Abuja, asking for cancellation of the bail granted to Mr. Dasuki weeks ago.

“To my knowledge, that application is still pending before the court,” Mr. Daudu said.

A presidential investigations committee into arms procurement under the Goodluck Jonathan administration had said in its interim report that it found extra-budgetary spending by the Jonathan administration to the tune of N643.8 billion and an additional $2.2 billion in the foreign currency component.

Senator Yerima: "Biafra Struggle Is Legitimate"

Amidst a renewed agitation by pro-Biafra protesters across the South east and South south parts of the country with the subsequent clamp down on them by the Federal Government, a former governor of Zamfara State, Ahmad Sani Yerima, has said that the Biafra agitators were on a legitimate struggle for self determination.

The former governor, now a Senator, told newsmen that consequently, the federal government and the security agencies must allow them to exercise their fundamental human rights as guaranteed by the Constitution.

Yerima, a politician known for his radical views on national issues, cautioned President Muhammadu Buhari and the Nigeria Armed Forces against the use of force on the Indigenous People of Biafra (IPOB) and the Movement for the Survival of the Sovereign State of Biafra ( MASSOB), saying the groups were on a legitimate struggle for self-determination and should be allowed to exercise their fundamental rights.



He disagreed with President Buhari and the top echelon of the Nigeria Armed Forces on the handling of the renewed agitation by the groups to revive the defunct Republic of Biafra saying they should be more matured and accommodating in a democracy.

Yarima, who was speaking in Abuja said it was wrong for people to classify the agitators who have been campaigning for the revival of the defunct Republic of Biafra as secessionist because they have legitimate rights under the Nigerian Constitution to express their views on any issue.

He said that rather than treat the agitators as rebels who must be forced to either remain in Nigeria or be crushed, the Federal Government should find out why the agitation has been growing by the day.

In recent weeks, there have been a series of public demonstrations across the five states of the South-East geo- political zone as well as spreading into Delta and Rivers states in the South- South geo- political zone. In the wake of the mass rallies, President Buhari had warned the groups that he would not tolerate actions that could lead to the dismemberment of the country.

On the strength of that pronouncement, the Nigeria Armed Forces has also issued warnings to the agitators to bury their dreams of having a separate country or be prepared to face the full weight of the military. But Yarima argued that though he believed in the unity of Nigeria, the agitators should be allowed to express their views freely.

According to him, there should be no compulsion in a democracy and the Indigenous People of Biafra must not be compelled to belong to Nigeria. He said that rather than use force to subdue the agitators, the Federal Government could hold a referendum in the region to ascertain if it is the wish of the majority of the people to pull out of Nigeria and form a new country.
“These are people that want self determination. They believe that they are homogeneous in terms of tribe, language and culture and they want to live together and have their own community.

“In the end, you see, this is politics. I don’t believe in using force to make them succumb, submit or follow Nigeria and to stay in Nigeria”, he stressed.


It would be recalled that the Nigeria Army relying on the military Rule of Engagement for internal security operations, recently warned the pro- Biafra agitators to desist from holding rallies in different towns and cities as the military had powers under the constitution to suppress any act insurrection or civil disobedience.
Following allegations of killings of Igbo in some parts of the north, Nigeria went to war in 1967 when the then Military Governor of the defunct Eastern Region, Col. Chukwuemeka Odumegwu Ojukwu declared the birth of Republic of Biafra from Nigeria. The war raged for 30 months leaving deaths and destruction in its wake before the secessionists surrendered.

David Mark Campaign Rice, Salt Flood Otukpo, To Construct Four Roads Before Xmas

Following the nullification of the 5th term election of former Senate President, David Mark by the Appellate Court, the campaign team of the ousted legislator have flooded the city of Otukpo with iodized salt, rice and tin tomatoes.

This is just as the Akpegede-born retired soldier has also commenced work on four different roads in the heart of the city.

A source told DAILY POST that among the roads billed for reconstruction are Otukpa, Owukpa and two others dominated by Idoma enone (west).

Mark has been facing criticisms for refusing to attract develop to the area, which is populated by most of his political rivals.

DAILY POST gathered that the road construction begins today, December 1 and are expected to reach completion before Christmas. The project is under the supervision of a certain Hon. Abel.

“As we speak, they have blocked Otukpa, Owukpa roads. The work is expected to start today, December 1 and reach completion before Christmas. We wonder where they have been,” the source said.

The rice crested with Mark’s picture and inscriptions that read, “Vote back senator Mark. If we retain him, the nation will retain us,” were apparently reserved after the general elections.

Already, Mark’s campaign team has been busy distributing the food items to residents of Otukpo.

It was gathered that while some rejected the ‘Greek gifts’ others accepted them and thanked the Okpokpowulu for remembering them.

Mark and Onjeh are expected to return to the polls after the Court of Appeal sacked him for rigging his way in.

19,396 Test HIV Positive In Niger State – Perm Sec - Health

A 2015 cumulative report from Niger State government has stated that a total number of 177,988 people were counseled and tested for HIV/AIDS out of which 19,396 were found positive.

To mark the World AIDS Day, the permanent secretary, State Ministry of Health, Dr Ibrahim Tiffin, speaking to journalists at a news conference yesterday in Minna said 15,444 people are currently on antiretroviral therapy, ART treatment in Niger State to date.

According to him, the prevalence of HIV in Niger State has decreased from 4.0 per cent to 1.7 per cent, which is below the national average of 3.0 per cent and lowest in north central zone.


Tiffin noted that continuous supply of test kits and commodities to 310 existing prevention of mother to child transmission of HIV/AIDS have been sustained as pregnant women who attend antenatal care are often counseled and tested.

The statistic, he said was based on 2014 Zero ANC prevalence survey.

He also added that the state agencies for the control of AIDS have been repositioned for better service delivery.

The permanent secretary also stated that the state has developed state HIV operational plan from 2015 to 2016 while scaled up plan for elimination of mother to child transmission of the disease has been developed through activation of 36 primary health care facilities in the state.

We Promised 5,000 Naira To 'Vulnerable Nigerians', Not Graduates - Lai Mohammed

The Minister of Information and Culture, Mr. Lai Mohammed, on Tuesday, said the All Progressives Congress (APC), led-Federal Government will not pay N5, 000 to unemployed graduates, rather vulnerable Nigerians.

Mohammed at an interactive session with members of the country's Civil Society Organizations (CSOs), at the National Press centre in Abuja, said, "We did not promise 5,000 Naira to unemployed graduates but to vulnerable Nigerians."

The N5, 000 to the unemployed and poor Nigerians was part of 81 campaign promises the APC promised during the campaigns in the 2015 general elections.

It specifically states as follows: “Creation of a Social Welfare Programme, SWP, of at least five thousand naira (N5,000) that will cater for the 25 million poorest and most vulnerable Nigerians upon demonstration of their children’s enrolment in school and evidence of immunisation to help promote family stability”.

Only last month, opposition senators of the PDP had raised a motion to compel the APC Federal Government to start implementing the campaign promise, but their counterparts of the ruling party used their numerical majority to quash the motion.

However, Vice President Yemi Osinbajo at a function in November reiterated the intention of the Federal Government to implement it, while wife of President Muhammadu Buhari, Hajiya Aisha, called on the APC Federal Government to pay the money as promised.

Also, Minister of Youth and Sports, Solomon Dalong, on a condolence visit to the National Chairman of the APC, Chief John Oyegun, disclosed that the N5,000 SWP stipend will be provided for in the 2016 federal budget, meaning that the payment will start next year.

Dasuki: Buhari On A Revenge Mission With Corruption Fight – Fayose

Governor Ayodele Fayose of Ekiti State, has described Tuesday’s arrest of the immediate-past National Security Adviser (NSA), Col. Sambo Dasuki (retd) by men of the Department of State Services (DSS), as continuation of President Muhammadu Buhari’s regime of vengeance, saying “disobeying court order and later arresting and detaining the same person the court ordered to be allowed to travel abroad for medicare is the peak of dictatorship.”

Governor Fayose, who reiterated his support for the fight against corruption, maintained that it must be done within the ambit of the law and must not be used to seek vengeance.

He declared support for Dasuki’s demand for an open trial as against the federal government’s demand for a secret trial.

In a statement issued in Ado-Ekiti, today, by his Special Assistant on Public Communications and New Media, Lere Olayinka, Governor Fayose said “after flagrantly disobeying court orders, whatever that is done or said by the Buhari-led government concerning Sambo Dasuki will appear vindictive and it remains to be seen how a government that refused to obey the court will now charge Dasuki to the same court.”

He called for caution on the information being giving by the federal government to the public on its anti-corruption, saying trying people in the media as being done by the federal government was dangerous to democracy and rule of law.

The governor said; “Again, is it the duty of the DSS to investigate fraud? If Dasuki committed fraud as being alleged, why not let the appropriate government agency handle his matter? Why first torturing him emotionally with the DSS siege on his house?

“My position is that, since the federal government said report of its panel indicted Dasuki, why arresting and detaining him? Why not charge him to court so that he can also accept guilt or defend himself?”

South Africa Knocks Nigeria off its Perch as “Most Corrupt” African Country

South Africa is now believed to be the most corrupt country on the continent, according to a new survey.

The latest report by Transparency International sees South Africa top the list of countries where citizens believe the problem has got worse in the last year.

Over 80% of South Africans who were interviewed thought that corruption had increased over the last year. Ghana and Nigeria are some of the other worst-affected nations.

79% of South Africans surveyed also believe that not enough is being done to curb corruption. On the continent‚ the majority of Africans (58%) say that corruption has increased over the past year.

If there is one shining light to the survey it’s that 56% of South Africans surveyed believe that ordinary people can make a difference in the fight against corruption.

The survey found that 25% of respondents in SA believe that the most effective way for ordinary citizens to combat corruption is by reporting their experiences‚ followed by a further 22% who identified the refusal to pay bribes as an effective means to fight corruption.

With 43‚143 respondents, across 28 countries surveyed, people feel the police, business executives, government officials and the courts were all perceived as corrupt, with 75 million people estimated to have paid a bribe in the past year, AFP reports.

Between JZ pouring money into his Nkandla digs, Prasa’s dodgy trainsand countless of other scandals, South Africans aren’t exactly stoked about the state of affairs.

“People are outraged, they see this huge spending as part of government corruption,” David Lewis, director of Corruption Watch, a local anti-graft organisation, told AFP.

“Corruption creates and increases poverty and exclusion,” Transparency International head Jose Ugaz said in a statement.
